Speaker 2 (0:37) Welcome to the e-government podcast. Today, fresh from the fax machines of the public administration, the Monatschau. Speaker 5 (0:50) Yes, hello and welcome to the e-government podcast. Today is Monatschau again, as Speaker 4 (0:54) you Speaker 5 (0:54) can see in the video. Im Intro schon gehört habt und ich habe heute wieder die virtuelle Hütte voll. Diesmal wieder zwei wunderbare Damen dabei. Hallo Julia, hallo Jana. Speaker 8 (1:04) Hallo. Hallo Thorsten, schön dich zu sehen. Und Speaker 5 (1:07) den soon to be fast frequent guest ist Malte. Speaker 3 (1:12) Hallihallo. Speaker 5 (1:13) Auf Aufholjagd bei Peter. Speaker 3 (1:16) Ja, stimmt. Peter ist heute leider nicht dabei. Aber wir haben dafür Wolle-Themen mitgebracht. Speaker 5 (1:23) Genau. And because Jana wrote herself into the chat box at the top, she can start right away. Speaker 6 (1:28) Of course I wrote myself into the chat box at the top, because there was still room. Of course I like to start super-pleasantly, because I think that a lot has happened in September. And I would actually make it relatively short, because I brought a lot with me. But let's start with the Digital Center Deutschland Stack, the DCDS. In fact, when I first read it, I had to think of DSDS, but I hope we're not looking for the next superstar here, but the next digital administration or the better digital administration. No, the DCDS is, in the end, as I see it, the implementation arm that should deal with the Germany stack. Speaker 6 (2:13) I have in fact been able to find out almost nothing, except a few LinkedIn press releases. So I don't think there was a real press release. But there were a few posts on LinkedIn about it. And that's when Stefan Krosselbeck will take over the executive director position. But Thorsten winks quite wildly. You're definitely going Speaker 5 (2:39) to Speaker 6 (2:39) say something about Speaker 5 (2:39) it, Speaker 6 (2:39) aren't Speaker 5 (2:40) you? No, I don't wink wildly. I have such feelings of distress about the whole topic. Speaker 6 (2:43) We Speaker 5 (2:43) already have a implementation arm. Speaker 4 (2:45) We have Speaker 5 (2:46) the FITCO. Why do we need another implementation arm? Do we need the Eudewallet to get an implementation arm? The Deutschlandstack gets an implementation arm. The IT Planning Council has an implementation arm. What else Speaker 4 (2:57) do Speaker 5 (2:57) we Speaker 4 (2:57) do? Speaker 6 (2:59) I also read the things on LinkedIn and there was also the work muscle, I think. All the same things that we usually say Speaker 7 (3:07) in Speaker 6 (3:07) the direction of FITCO. I'm really excited about it. It was already announced. I don't know more about it, which is a pity. It was announced at the beginning of the month. Now a little time has passed and so much has not been heard yet. Which may be okay, if there is still work to be done. Speaker 5 (3:31) We will continue to observe. Speaker 6 (3:33) Total. Also nächste Monatsschau. The KGST Forum was in Leipzig last week, 5,800 participants. I think it was originally announced at 5,000. Then it was said on the first day or on the second day in the morning, 5,800 are there, 530 municipalities and really, really many, for me at least, insanely many exciting discussions. What I brought with me from that were two prizes. It was the Co-Pioneer Prize. the price that deals with the fact that existing solutions are brought into the market, taken over and, above all, then adapted. And a total of nine administrative services were awarded. From Plain, which were already here in the podcast, but also in the direction of honorary platforms, for example. There was something about sustainability, a dashboard in Aschaffenburg, which was awarded. Speaker 6 (4:56) Klima-Dashboard aus Münster ausgezeichnet, also richtig viele spannende Lösungen, insgesamt neun Stück. Link kommt natürlich dazu in die Shownotes, von daher könnt ihr nachlesen, wer alles gewonnen hat. Da gibt es ein schönes Foto, wo alle ihren Preis in die Luft halten. And in parallel to that, there was the Innovation Award, where 23 startup solutions were pitched and then drawn live with a jury. And when you think of startups, you think of AI, probably. What I found really exciting, there were three solutions that won, which could not be more different. The first prize was the NGO Startup. Live Teach Us, die eine Plattform aufbauen, wo man sich melden kann, wenn man ausfallende Unterrichtsstunden übernehmen möchte, als Privatperson zum Beispiel. Oder mal darüber erzählen möchte, wie man einen Podcast macht zum Beispiel. Oh ja, Speaker 5 (5:55) davon habe ich schon gehört. Ich glaube, das muss ich mir jetzt dann doch mal anschauen. Speaker 6 (5:58) Muss dir mal anschauen. Also richtig, richtig cool. Und auch ein richtig cooler Gründer, der hat das sehr gefeiert, dass er da gewonnen hat. The second prize went to a smart city hardware startup. They call themselves Enviotech and develop sensors for street lamps. And so these lamps are connected to each other via radar and then go on and off very smoothly, but not completely, but there is always a slight brightness, but never 100%. And that saves a lot of power. And the third thing that won was of course the AI, a voice and chatbot from Wind, which also showed a super cool use case around the topic of births and in the end also showed good citizen communication. Speaker 6 (6:56) So, really exciting solutions. I think we need to hear more from startups. Speaker 5 (7:00) Yes, I would love to hear more startups here. I have already called several times. Depending on how many startups are there on the SCON, I will go around with the microphone again and do my pitch broadcast again, where everyone can pitch for up to five minutes. So, if you are a startup on the SCON, get in touch with me. Speaker 6 (7:44) There was indeed a focus on sustainability, but that was one of many. The KGST, the forum, had several focus points. Digitalization of administration, of course, but also sustainability. NGO solutions were very much represented, which I found totally exciting. And otherwise, of course, the classics from the communal environment in the direction of finances and household planning, positions and so on and so forth. Speaker 8 (8:33) We are also trying to stay on track. And the topic of sustainability is of interest to me anyway, also in my daily work. How can I design digitalization sustainably? And I'm always looking for fellow fighters who want to contribute and I'm always happy when I hear that it is also a focus topic somewhere. Maybe it is one day also a very central topic. Okay, yeah. Speaker 5 (8:53) Sustainability and software or sustainability and digitalization is really a big topic. Speaker 8 (8:57) Ja, das wird überhaupt noch nicht mitbedacht, habe ich den Eindruck. Beziehungsweise es kommt an so verschiedensten Stellen, aber es gibt nicht so diese eine flächendeckte Initiative, wo sich alle zusammenfinden. Es Speaker 5 (9:07) gibt tatsächlich den blauen Engel für eine Software. Speaker 8 (9:10) Okay. Speaker 6 (9:40) There are apparently different partner categories. At least that's what I saw at first glance, which is of course totally exciting if we want Speaker 5 (9:51) to get the Speaker 6 (9:51) whole topic into Speaker 5 (9:51) the market a Speaker 6 (9:51) little Speaker 5 (9:52) bit Speaker 6 (9:52) more strongly. Speaker 5 (9:55) I can't say more about it, I don't know. But the update with the Zendesk is still out. So far we haven't gotten together. Speaker 6 (10:03) I thought it was totally exciting when I read it. But I also have the message from yesterday. So it's really super, super fresh. Ich habe da nicht wirklich viel mehr dazu rausfinden können, fand es aber total spannend und dachte mir, ich muss es unbedingt mitbringen. Vielleicht weiß jemand von euch mehr dazu. Speaker 5 (10:18) Nee, ich habe es heute auch gerade erst gesehen. Lief auf LinkedIn bei uns. Speaker 6 (10:22) Jo, dann, ich hatte gesagt, ich habe viele Themen mitgebracht. Das nächste Thema, Deutschland, was geht? Kennt ihr das? Habt ihr es schon mal gehört? Speaker 5 (10:30) Ich bin, wir beide sind ja dabei. Speaker 6 (10:32) Wir beide sind dabei, ja. Guck mal in Richtung Julia und Malte. Nein, ich muss passen. Ich bin gespannt, was sie berichtet. Speaker 5 (10:38) For Julia that would have been Speaker 6 (10:40) something Speaker 5 (10:40) too. Especially this session we did there, that would have been something. Speaker 6 (10:44) Definitely, absolutely, absolutely, yes. Now Julia is very envious. Speaker 5 (10:48) Yes, Speaker 8 (10:49) I am. Yes, yes, I am really. I can only say my apologies, I was abroad. Speaker 6 (10:53) Yes, that would have not fit with you in Speaker 5 (10:54) time, but actually you would be there too. Speaker 6 (10:58) Absolutely, yes. I'll tell you maybe two, three sentences. Exactly, Speaker 5 (11:02) we've already teased it. Yes, Speaker 6 (11:05) because everyone is very jealous of him and FOMO. I'm already Speaker 8 (11:07) jealous, without Speaker 6 (11:08) him saying anything. The envy is already there. Speaker 6 (11:12) Also Deutschland, was geht? is a project by BMDS and Sprint around the topic of citizen involvement. And there was, and we have indeed talked about it at the monthly show, a large campaign where citizens could submit concerns around the administration. And I think Sprint probably just took over and made the evaluation. In any case, 27,707 concerns were submitted. And apparently everything was completely included, from digital processes, simpler applications. And basically, the citizens simply wanted a faster and maybe also more friendly start. And they did an evaluation of the sprint, where all these numbers, all these evaluations were put together. A German report was created from it. Of course, the link also comes in the show notes. Speaker 6 (12:10) If you look at it, in the end, 43 % of the solution requests came that went into the topic of digitalization. And that also showed itself quite strongly at the event that took place this month in Munich, where not only these problems were discussed, but where organizations, private individuals, companies, scientists, etc. were called up. to reach out for solution ideas. And these whole solution ideas were in the end looked at and of these very many applications that were there, I think 20 teams were selected in the end or 22 teams, who can now work on their solution in a first stage of development. This is a funding that all companies or organizations get from 25,000 euros. And for this money, in the end, they can work on their solution. And the three best are then allowed to pitch in front of our digital minister and then have the opportunity to develop the whole issue further. And that will also be funded again with 100,000 euros. Exactly. And that's why Thorsten and I know each other. We were actually asked if we want to be mentors for the solutions. And so for me, the decision was relatively quick. When the request came, so yes, absolutely. No matter, I want to know what solutions are there. And there were really, really many cool and exciting founders and founders with us. But there were also just private people who said, no, I feel like doing something for the state. Also super exciting initiative that is now being pushed forward by Sprint. I don't know, Thorsten, do you have a favorite solution? Speaker 5 (14:36) I have three mentees, of course, these are my three favorite solutions, that's completely clear. But what I noticed is that there is a lot of AI in it, there is a lot of it about once only, so we don't have to repeat everything. Speaker 5 (14:56) And Law as Code is a topic. There are also a few where I think, well, that's really the wrong direction you're thinking. You might have to, yeah, that's a sack of cash. But otherwise there are really nice solutions. Speaker 6 (15:11) I think there were one or two solutions that could be combined super well. And I'm very curious to see if that happens, if you can bring these different solutions, which somehow also have connections with each other, together in the end. But I think we can probably keep you up to date, right? Speaker 5 (15:27) That's for sure. And in December it should be pitched by the digital minister. And I hope that I somehow get the opportunity to talk to those in charge. And Speaker 4 (15:40) then Speaker 5 (15:40) I'll learn more here on the podcast. And I had a conversation today with one of my coaches. And tomorrow, interestingly enough, a team wrote to me, in a service way, who hope that they will get communal know-how about the bike community. And I have the next meeting tomorrow. So they are all active and active. Speaker 6 (16:05) Totally, absolutely. So that was also my impression. They were all totally, I don't know, totally on fire and somehow feel like really pushing things forward. That was pretty Speaker 5 (16:16) cool. It Speaker 6 (16:18) was Speaker 5 (16:18) also a really nice event. Also, of course, a lot of networks, of course. Speaker 6 (16:22) A lot of networks, of course. And seriously, it was an event in Munich. We didn't have to go to Berlin for that. Speaker 5 (16:28) Yes, exactly. Speaker 6 (16:29) We Speaker 5 (16:29) had an advantage, Speaker 6 (16:30) apart from Speaker 5 (16:30) that. We didn't have to think about how long we would stay, but we could just come and go and not stay overnight. And yes, that's great. Speaker 6 (16:39) That was nice, yes. We need more in Munich. Absolutely, absolutely, yes. Speaker 6 (16:45) So, we'll stay with my next topic here in the region. We're not going that far away from Munich, namely to Augsburg. I'm actually looking for a few solutions, also about the topic of OZG and EVA and also a bit in the direction of Smart City and also digitalization as a whole. And I stumbled across a solution from the city of Augsburg, which I found totally exciting. Maybe now for many who don't listen to it that much, it's not that new. But I found it exciting, that's why I brought it with me. And that's because Augsburg has set up a platform where over 600 online services are available. And with that, at least that was the case, over 2,100 administrative services can be called up centrally. A local platform that is below and with that, my, now the Small City Index has come out, we'll probably talk about that later, but Augsburg wasn't there anymore, was probably too small. Speaker 5 (18:23) Ich Speaker 6 (18:23) beeile mich. Das ist Speaker 3 (18:24) interessant. Speaker 3 (18:26) Okay, Speaker 6 (18:27) at least. Speaker 3 (18:27) Yes, definitely. Speaker 6 (18:31) Then I come to the next topic that I brought with me. It also goes back in the direction of BMDS, namely the Agentech AI Hub. And again my question to you. It is now the second round of the Agentech AI Hub started in September. The second piloting phase, i.e. the first, was completed. There was also, I think, a pretty big party. The solutions are running, at least the pilot projects have gone well and should now go into operation. And now the second piloting phase has started. September 7th was the day of the first take-off. Bis Ende November sollen die Anwendungsfälle erprobt werden. Speaker 7 (19:09) Welche Lösungen sind Speaker 6 (19:10) dabei? Wissen wir das? Ich Speaker 5 (19:11) bin mir nicht ganz sicher. Thorsten Rode hatte mir neulich, als wir den Podcast aufgenommen haben, hinterher noch was erzählt. Ich bin mir aber nicht mehr ganz sicher. Es waren auch ein paar ganz große dabei. Also ein paar große Startups. Speaker 6 (19:59) Ach. Well, apparently not, if I don't have the answers to that. Yes, we get Speaker 8 (20:05) our information from you. Speaker 6 (20:08) Maybe you have to Speaker 8 (20:09) formulate the answers. Yes, who knows, who knows. I could bring them into the monthly show. Well. Speaker 6 (20:18) And the last topic, promised for today, at least from me, the people who know me know, is my favorite topic, distribution. And that is, there is the EU Public Procurement Act, i.e. a new order of the distribution law. Very important, there is no new law yet, but there are first of all suggestions that were made in this month. die beraten werden, da ist ein Kommissionsvorschlag erarbeitet worden und der geht jetzt quasi in die nächsten Runden. Da waren so ein paar Punkte drin, die ich total spannend fand. Ich will da jetzt nicht alles komplette Tutti einmal vortragen. So ein paar Punkte, die ich gut fand, war, dass das Thema Marktkonsolidation viel stärker vorangetrieben werden soll. Also wirklich mal in Richtung Markterkundung zu gehen. I know we're talking about it again and again and everyone says, yes, we have to do market research. And in the end, when you talk to the people in the distribution, it's just super rare. And then a big description is made and then you ask yourself, hmm, no one is interested in it. Yes, strange, because I might somehow challenge the egg-laying wool, which is not yet so real on the market. But Speaker 5 (21:31) you should apply for exactly the one. Speaker 6 (21:34) Oder genau der eine. Ja, aber brauche ich dann noch eine Vergabe? Speaker 6 (21:40) Otherwise, the topic of innovation processes should be pushed out Speaker 2 (21:45) even Speaker 6 (21:45) more, even more set. And Julia, then I'll come back a little bit in your direction. There are supposed to be new criteria. Social, ecological and resilience-related criteria should be brought into the description even more. It goes a little bit in the direction of sustainability, which we have already discussed earlier. Yes, super. Speaker 3 (22:04) What about sovereignty criteria? Speaker 6 (22:08) The sovereignty criteria, that was basically in there, there should be a possible European preference in the regulations. Speaker 3 (22:18) Because that's a demand from Eurostack, one that is always expressed very clearly. Speaker 6 (22:26) We Speaker 3 (22:27) have also made quite strong changes in Speaker 1 (22:32) Germany, Speaker 3 (22:32) at least in the federal government, in terms of IT procurement. Did you also plan that? Because that's your topic. Speaker 5 (23:21) I'm very excited about the design. Speaker 6 (23:23) I'm excited about Speaker 5 (23:25) the Speaker 6 (23:25) shopping GmbH that is to Speaker 5 (23:26) be Speaker 6 (23:26) founded. I'm also extremely excited about how it will be built. I think it's even in the coalition agreement. Or at least in one of the modernization agendas. Speaker 5 (23:38) There are already various acquisitions, cooperatives and connections. Speaker 6 (23:44) Absolutely. That's another topic. Speaker 3 (23:48) Ja, aber wo ich dich gerade als Beschaffungsspezialistin da habe. Ganz wichtig, Speaker 6 (23:54) Beschaffungsspezialistin ohne juristischen Background. Ganz wichtig. Speaker 5 (23:59) Du siehst noch klar und nicht die Gesetzestexte. Speaker 6 (24:02) Maybe, maybe. Speaker 6 (24:05) But maybe finally to the suggestion from the EU Commission, it should be driven by company certificates according to the once-only principle. It also goes a bit in what is planned in the direction of the GmbH shopping scheme and what the Marktplatz Deutschland has much more in focus. So really just once more company certificates and then that's it. And in the end, everyone can Speaker 5 (24:28) back Speaker 6 (24:28) on Speaker 5 (24:29) it. Speaker 6 (24:29) I think as a entrepreneur, mega. Speaker 5 (24:34) Ja, dass in der Beschaffung was passieren muss, ist vollkommen klar. Speaker 6 (24:38) Total. Speaker 5 (24:39) Ich bin nur interessierter Beobachter. Speaker 3 (24:43) Ich gucke ein bisschen tiefer rein. Ab und zu beschaffst du auch Dinge, Thorsten. Speaker 5 (24:48) Das stimmt, ich beschaffe auch Dinge. Aber ich habe auch Themen mitgebracht. Speaker 5 (24:58) That's my very first topic. This sound is for me... I read the article and immediately this sound came to my mind. So much about advertising. Advertising works, as beautiful as the adverting word for advertising is. And DU is the Eudy Wallet. The German Eudy Wallet is called DU. I'm not going to talk about the whole Eudy Wallet again, because I had a great show about it. And the show is also really well received. It is also heard very often and even on YouTube. So DU is a wallet, you say. Now Speaker 3 (25:37) please Speaker 5 (25:37) solve Speaker 3 (25:37) your audio clip. That has, I think, something Korean, right? DU, that's Speaker 5 (25:44) right. So DU is, this audio clip comes from a car advertisement. hat nichts mit der Eudi Wallet zu tun und auch nicht mit unserer DU Wallet. Aber bevor hier irgendwelche Missverständnisse aufkommen, das ist nicht der offizielle Werbejingel unserer Wallet. Das ist von einer Automarke. Speaker 6 (26:04) Noch nicht, noch nicht. Speaker 5 (26:08) Wisst ihr eigentlich, wofür das D in DU steht? Speaker 6 (26:11) Deutschland? Speaker 5 (26:12) Nee, digital. Speaker 8 (26:14) Digital. No. Ja. Speaker 5 (26:16) Well, I have a little bit of Speaker 8 (26:17) a Speaker 5 (26:18) bit of a feeling Speaker 8 (26:21) of Speaker 5 (26:21) discomfort with the name, not because the name D.U. is called, but I have the name because of you. If we orient ourselves to Scandinavia, how their apps were called and IDs were called, so Denmark, for example, that's the NEM ID, MID ID, so my ID. And in Germany it's your ID. So that's a bit of the look of the administration on the citizen is somehow. Also, egal. Speaker 5 (27:17) Ja, also auf jeden Fall, sogar in der Tagesschau wurde die DU App vorgestellt. Allerdings haben die den Namen nicht richtig genannt. Also die haben es immer noch Audioballet genannt. Speaker 5 (27:29) I think the logo is really well done. I think the color scheme and the app icon are really well done. I also already have
